A mysterious bear who claims to be the headmaster of Hope's Peak Academy. It is made of a white half body with a cute atmosphere and a black half body with an evil expression. At first glance, they seem to be just stuffed animals, but they move around freely in a mysterious way. He locks Naegi and his friends in the school and tries to induce murders by creating a series of hopeless situations in order to force them to play "Koroshiai" with the right to escape.

Hero Skill - Ultimate Desperate Journey To The Space
Monokuma summons a rocket that pulls closest enemy in a cone in front of it, then launches to the space, causing instant death to the pulled enemy. This ignores Guard and Counter cards. Enemies who using their Hero Skills cannot be pulled.
Hero Ability - Violence Is Against The School Regulations
When Monokuma dies, he creates a Mini Monokuma where he died. Mini Monokuma chases enemy for a certain time, then emits a red pulse and begins countdown to explode like Noho's Hero Action/Hero Ability. Explosion breaks Guard cards of and deals damage to enemies in range, as well as blowing them up.
Hero Action - Debuff Area Expansion
Monokuma creates the area that reduces ATK, DEF and movement speed of enemies in the area.
